Olympic chiefs confront new twist in Russian doping

Russian skier Alexander Legkov, one of the 28 Russians to have had their life bans lifted by sport's top court, meaning they and are now eligible to compete in the Pyeongchang Games starting next weekJust days before the start of the Winter Olympics, Olympic chiefs basking in glory over the historic participation of North Korea were abruptly brought down to earth by a new twist in the Russian doping scandal saga.

IOC officials were stunned by the decision by sport’s top court to reverse life bans on dozens of Russians athletes and the issue is expected to hijack the agenda at a two-day IOC board meeting from Saturday, followed by a full session of IOC members over two days from Monday.

The board meeting was scheduled to be a low-key affair until the Court of Arbitration for Sport lifted life bans on 28 Russian athletes in defiance of the IOC’s own disciplinary commission.

They were among 43 Russians who had appealed against life bans imposed by the IOC after they were disqualified from the 2014 Sochi Olympics for benefitting from a system of state-backed doping put in place for the Games.

Swiss lawyer Denis Oswald chaired the disciplinary commission that banned the Russians and he will be one of 14 members of the board who will meet for what is likely to be an animated discussion on how to respond to CAS, whose decision Olympic chiefs believe could undermine the battle against doping in sport.

Jim Walden, the lawyer for doping whistleblower Grigory Rodchenkov who lifted the lid on the Russian scandal, has urged the IOC to appeal the CAS ruling.

Russia’s state-sanctioned doping was revealed in an independent report by Canadian lawyer Richard McLaren in 2016, which drew largely on Rodchenko’s testimony.

McLaren’s findings resulted in a ban on Russian athletes taking part in the Pyeongchang Games. Since then 169 “clean” Russian athletes have been approved to take part by a special IOC panel.

Now Olympic chiefs must consider what to say to the 28 competitors cleared by the top sports court to take part in the Pyeongchang Games after it said there was insufficient evidence against them.

The 28, including Sochi cross-country gold medallist Alexander Legkov, are now eligible to compete in the Pyeongchang Games starting next week, but their presence in South Korea is by no means certain.

“Not being sanctioned does not automatically confer the privilege of an invitation” to the 2018 Games in South Korea, the IOC said in a statement following Thursday’s CAS appeal decision.

The executive board will also examine the presence of North Korea at the Games, their first participation in a Winter Olympics since 2010.

More importantly, the two Koreas will march into the stadium for the opening ceremony on February 9 as a unified team and the North and South Koreans will field a joint women’s ice hockey team.

In the past year tensions reached fever pitch as Pyongyang carried out a series of weapons tests — including intercontinental ballistic missiles that brought the US mainland into range, and its most powerful nuclear blast to date — while leader Kim Jong-Un and US President Donald Trump traded personal insults and threats of war.

But the Games have triggered a sudden apparent rapprochement between the two Koreas and Olympic officials are enjoying reflected glory from the diplomatic thaw.

Facebook To Train 65,000 In French Job Schemes

Facebook said Monday that it will train 65,000 French people in digital skills in free schemes to help women set up businesses and the long-term unemployed get back to work.

The internet giant also announced that it will pour an additional 10 million euros ($12.2 million) into artificial intelligence in France by 2022, without saying how much it will invest in the training schemes.

The US social network will work with 50,000 job seekers in a partnership with the national unemployment agency, helping them with their computer skills, until late 2019, a company statement said.

At the same time, it will work with 15,000 French women hoping to start their own companies, in an expansion of the She Means Business campaign already present in several countries.

That scheme will give 3,500 women intensive free computer training across various French cities, with another 11,500 women given access to an online course.

“These initiatives are part of a pan-European programme, with Facebook hoping to train a million people and business founders by 2020,” the internet giant said.

Its artificial intelligence investment will meanwhile allow Facebook to double the number of researchers at its AI hub in Paris — one of four worldwide — to 60.

“Facebook wants to play a key role in France’s ambition to become the international champion of AI,” the social network said.

  • Postgraduate (PG) studies tenable in Russia (for those whose first degrees were obtained from Russia), China, Hungary, Serbia, Turkey, Japan, Mexico, South Korea, e.t.c.

Fields of Study

  • Undergraduate level – Engineering, Geology, Agriculture, Sciences, Mathematics, Languages, Environmental Sciences, Sports, Law, Social Sciences, Biotechnology, Architecture, Medicine (very limited), etc; and
  • Postgraduate level (Masters Degree and Ph.D) in all fields.

Criteria for Eligibility

A.) Undergraduate Scholarships:

  • All applicants for undergraduate degree courses must possess a minimum qualification of Five (5) Distinctions (As & Bs) in the Senior Secoundary School Certificates, WAEC (May/June) only in the subjects relevant to their fields of study including English Language and Mathematics.

B.) Postgraduate Scholarships:

  • All applicants for Undergraduate degree courses must hold a First Degree with at least 2nd Class Upper Division. The applicants who are previous recipients of Foreign Awards must have completed at least two (2) years post qualification or employment practice in Nigeria.     • N.Y.S.C discharge or exemption certificates only are accepted;
    • Evidence of readiness to be released by employer.

  • Since the BEA countries are non-English speaking, applicants should be prepared to undertake a mandatory one year foreign Languare course of the country of choice which will be the standard medium of instruction; and

The LIFE Programme is designed to promote community-based on-farm and off-farm business activities, for job and wealth creation among women and youth in rural and surburban households. This will be implemented through training and support to have access to finance, affordable and improved inputs, sustainable farm practices, agro-processing and packaging.

The 24 states under the first phase, are made up of 4 States from each of the six geopolitical zones; and the FCT, bringing the total to 25.

States covered in the first phase are: Edo, Delta, Bayelsa, Akwa-Ibom, Anambra, Imo, Ebonyi, Enugu, Ogun, Oyo, Ondo, Lagos, Niger, Kogi, Benue, Nassarawa, Gombe, Borno, Taraba, Bauchi, Kaduna, Kebbi, Katsina, Kano and the FCT.

This tour/mission, is focussing on enlightening farmers on the short/medium/long term goals of the programme; identifying agribusiness gaps in sample communities; data collection from LIFE clusters/cooperatives; identifying and verifying available structures; and identification/registration of potential beneficiaries.

  • The application to the University of Tampere is done through an electronic portal. The application forms are available in the national Studyinfo.fi portal and also accessible on the programme webpages during the application time.
